Which countries deliver a high quality of life with the least carbon?

Among countries with a high quality of life, Qatar emits 11× more carbon per person than Sweden for a similar level of human development: 37.53 tonnes of CO₂ per person versus 3.63.

This measures CO₂ per person divided by the Human Development Index (HDI), the carbon cost of a good life. A low number means a country delivers long lives, education and income with little carbon. The ranking covers the 52 countries of very high human development (HDI ≥ 0.8), so it measures efficiency rather than poverty.

A high quality of life does not require runaway carbon

The Human Development Index combines life expectancy, education and income into a single 0–1 score. Plotting it against emissions shows there is no fixed link between the two above a certain point: many countries reach the top of the development scale on a fraction of the per-person carbon of others. Sweden reaches an HDI of 0.952 on 3.63 tonnes of CO₂ per person; Qatar sits at HDI 0.875 but 37.53 tonnes, about 10 times as much.

Why does the ranking exclude low-income countries?

A very poor country can show near-zero emissions simply because it has little energy use, which would wrongly read as efficient. Limiting the ranking to HDI ≥ 0.8 measures carbon-efficiency among countries that have actually achieved a high quality of life. All 101 countries appear in the chart.
